EMPLOYMENT

Employment Bureau(EB) to be establishment at Village/Ward level, Block Level, District Level and State Level integration through Net. A Rojgar Bhawan will be constructed at cluster level to act as office of EB.
The EB will address the unemployment and underemployment in following broad categories:

Those who want to start their own small scale business which does not require high skills e.g. contractor ship, running agency, agent-LIC/Insurance etc., operate private transportation, run shops ,dairy, piggery, poultry, fisheries, horticulture, beauty parlors, security services, domestic aids, catering and lunch box systems, tents ,run food corners/juice shops, commission agents etc.
Seasonal/ Casual Employment

The EB will guide and provide all assistance in availability and filling of application forms / formats to apply for government/public/semi- public/private sector employment .
The EB will have separate Overseas Employment Cell at all levels. The EB will guide in procuring Passport, assist in documentation and obtaining visa etc. for overseas employment.
Explore all possible methods of augmenting income of individuals/groups including marketing of local produce and promotion of activities like Rural Tourism.
Identification of Employment Seekers and their Skill Set Level Authentication (Unskilled with no prior experience /with some job experience and Semi Skilled/Skilled etc.)
EB to identify jobs and prepare regular database through SMS, Call Center Network and have one Call Number where job seekers and employers can register their requirement mentioning job content, skill level requirement, working hours, place of employment and wage/salary etc. The requirement will be registered on EB Net/database at all levels showing job Content , place of work requirement of Skills and such vacant positions/working hours requirement to be identified by EB. The role of EB will create job availability database at national level and overseas
The EB to be fully responsible and accountable for Authentication and update the rating of every individual after every three months based on the feedback from services rendered.
EB to act as a platform to provide Guidance and Assistance to upgrade Skills and inculcate the values ,ethics and professional dedication in all the employment seekers.
EB to advise the Govt on improvement in employment schemes
Provide protection for payments by employer as well as improve employability
Those employed through EB shall have access to Formal Credit/Banking and EB will promote savings as well.
EB , along with providing jobs , will address the need of those who want to start their own business and act as a platform to promote the spirit of entrepreneurship and self employment by guiding and assisting people to form cooperative societies, and as a group of individuals to become registered bodies and participate in government/private bidding, tendering, work contracting etc.
The EB shall be managed by professionally competent persons drawn from Engineering/ Management/ Technical fields
Private Sector, particularly leading industrial houses shall also be involved in Policy Formulation and implementation of schemes at State and district levels.
EB will focus on employment of women and promote Sewing, Weaving & Knitting, Handicraft, Beauty Parlors, Crèches, Masala Making, Bakery, Pickle Making, Woman Health Trainers etc. and promote sale of their products through co-op. societies and direct purchase by the government. EB will also assist women/girls to acquire these skills through various methods including home learning through Cable TV, Video CDs etc.
EB will lay special focus on disabled, widows, single parent families, ex-servicemen, SC/BC/OBC and other weaker sections of the society.
UNEMPLOYMENT ALLOWANCE shall be given to all those who have acquired qualifications of atleast Secondary/ Sr. Secondary and Graduation/ Post Graduation but have not been able to find employment till the age of 40 years.

ECONOMIC TRANSFORMATION OF FARM SECTOR

 

Haryana has pioneered in the field of agriculture and is one of the fore runner States who have provided food security to the nation after ushering in of the Green Revolution. The State had set an example by becoming No. 1 agrarian state amongst smaller states in the country. Due to myopic policies of the present government, the bread basket of the country has however drifted into innumerable agonies faced by farmers and the general public at large. Time has come that the issue be taken head on and concrete, long lasting measures are put in place to restore the glory of the peasantry who, by dint of their hard work and sweat, have made this country self sufficient in food.

The vision I cherish and share is based on strong backbone of Research & Development; right inputs of capital and above all , participation of my agriculturist brethren. More particularly it envisages:

Facilitation of Crop diversification
Special emphasis on the marketing of Horticulture & Perishable Commodities with systematic backward and forward linkages – Cold Storage Chain with transportation facility through refrigerated vans
PPP to be promoted for Sorting, Grading and Packaging wherever possible
Farm Inputs Management and Farming Viability
Framing Policies to attract Private Capital in Agriculture through Contract Farming
Encouraging farmers to selectively opt for green manuring and organic farming in a manner that the overall food security of the country is not threatened.
Market Driven Key Farming Reforms
Awareness of daily rates of Farm commodities of National and International market on Mobile SMSs, emails and through kiosks.
Widespread availability of mobile soil testing labs
Providing the farmers with the latest weather forecasts on Mobile SMSs, emails and through kiosks
Reforms in the Mandis and linking of the Mandis with one another
Flexible Credit Management in Farm Sector through E-Cards
Subsidy on Low Intensity High Produce farming
Promotion of Direct Selling by farmers to Consumers i.e. Farmer-Consumer Chain Management
Promotion of Direct Export facility to farmers
Farm Insurance facility at affordable rates
Promotion of Agriculture sector specific SEZ’s
Immediate and adequate relief in case of crop damage due to natural calamities.
Providing certified quality seeds, fertilizers, pesticides and weedicides with stringent punishment to defaulters
Promotion of Food Processing industries at village clusters, Storage and Supply Chain Management
Universities to have test lab facilities and certification authority along with area specific crop research on seed and cropping
Intense and affordable availability of Tissue Culture and modern R&D in agriculture
Community grain storage facilities at village levels
Creation of crop specific marketing hubs.
Long Term Agriculture Reforms
Promotion of Integrated Farming: Poultry, Fisheries, Dairy Farming etc.
Facility of direct subsidy for agriculture implements and machinery.
Leasing of most modern technology and equipment to be facilitated with State help
Linking the MSP to the actual cost inputs of the farmers on yearly basis and ensuring immediate purchase and payment by the agencies without any harrasment to the farmers
Adequate facilities such as temporary accommodation, health, nutrition and compensation in case of mishap for farm labour
Subsidized Health Insurance Policy for farmers and their families
